This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, and still further by playing a recorded message without an operator on the line. They fail to provide a phone number and physical address when asked, yet further violating the TCPA. Their recording states that after months of observation, that the victim's credit cards are eligible for a 0% interest rate on all balances. This is clearly a scam, if for no other reason than the number of violations committed in the call... Do not provide this scammer with any financial information.
