I received a call from this number but it was showing a friends name in the caller I'd so I didn't look at the number and answered thinking I would be speaking to my friend...wrong.  I interrupted the caller who identified himself as Ray.  My friend's name is not Ray. Ray was not showing in the caller I'd.  We was soliciting for law enforcement.  I received the call at 11:45 a.m. on 5/25/17.

"Ray" recorded message for law enforcement ..... 10 minutes later a no answer call from 281-666-8696  don't know if they're related but the 2nd number doesn't go back to anything checkable, so it's evidently something sketchy

Got "Ray" when I answered. I have given to legit PBAs but he was moving in to do it on the phone. When I requested he mail all info things slowed down some.
Any legit org that has my number has my name and address too.
Will give the number to the local sheriff's sub station and see what they find.

One important issue that a lot of 'victims' do not understand is that the majority of these spammers actually purchased your telepohone number(s) from the "Do Not Call" list.  Investigations have already proven that to be fact.  My nephew is a detective here in Florida and apparently one or more individuals working with and in the 'National Do Not Call' and 'State Do Not Call' agenices, have sold your number and my number(s) - residential and/or cellular telephone number(s) - to Spammers.  Spammers are very clever.  If they do not like the souund of your voice and assume you to be non-vulnurable, they just disconnect.  They are hoping to reach the elderly and can tell just by the sound of your voice If you 'sound' vulnurable before they begin their pitch.  They do have access to numerous telephone numbers, but are not necessarily in that area code.  They have a massive phone bank of telephone numbers they can access from their home.  That in itself is difficult to trace since they are routing their telephones calls through different telephone routers.  I just received two calls within ten minutes of each other.  One was listed as 'Nevada', the other as 'Florida'.  I did not answer and on the third sometimes fourth ring they give up.  The telephone numbers that I recently received were absolutely identical with the exception of the (area codes).  And they disconnected on the third unanswered ring.  It has also been advised NOT to block these telephone calls.  [They] will only use another telephone number or area code.   And, you're only inviting them to keep calling.  You may think that will hinder them from calling you.  They will continue to call you only because you harassed them with a 'Block.  Calls that are ignored discourages them from calling again.  spammers are paid on commission and can not afford to waste time on unanswered calls.  Albeit, there are some telemarketer agencies that do pay per call.  So, the telemarketer will call and hang up after one or two rings.  And, the telemarketer got PAID for doing that.  The best thing to do - according to many Government agencies - is do NOT answer a call you are not familar with.  If it really is a legitimate caller, they will always leave a message and you probably know who they are.  When the call goes to voice mail, the spammer will become discouraged and disconnect and never call you from the number he/she used, again.  And, yes, [again] it is very difficult to catch these spammers who are violating the "Communications Act of 1934" because as I have mentioned they are using a massive network of telephone numbers.  They will use a particular number for a few days and then cancel that number so it becomes more and more difficult to trace these Spammers.  Yeah, they've got dozens of telephone numbers they can use and they keep changing them.  Just ignore the call and let it go to voice mail.  I'll bet youl won't even get a voice mail.  Thanks.  Be patient.  It will all catch up with them eventually.
