Can you tel me if this a scam its about a loan

Is this legitimate?  They keep calling me to offer me a $5000 loan with only $400 interest for 12 months.

This is a scam don't give them any info they got my money

This is definitely a scam.  They want you to prove to them that you have money by putting some money on a pre-loaded visa before they fund a loan.  No Way!  I hung up on them as i said that this is not a legal way as if you were a legitimate funding company, you can do consumer reports to verify information without me having to put up money.
