I'm in Ireland and this number appeared as a missed call on an Irish Vodafone subscriber. Call was at 11:40 Sunday 8th April 2012. Didn't try calling it back, instead I did a little research. +232 xxxx-xxx is the calling syntax used in the tiny island nation of São Tomé and Príncipe, a south-Altantic state that won its independence from Portugal in 1975.
Most likely the call did not actually originate from this location, however if one were to call, I'm certain it would be rather expensive.
Stay away.
