I had almost the same thing happen to me. But he notified me by phone and I hung up cause I thought they were asking for donations. He texted back with the exact same text word for word but he used the name Detective Byron Butler. I have strung him along for 2 weeks telling him I'd  pay when I got paid. Tomorrow  is the date I committed to. He texted me today to remind me of my payment being due. I made fun of him for letting me play him and he never responded.

Btw he asked for my name, birthday, and the city and state. Said he looked me up to see if I was eligible for the program. If I was a sex offender, I wouldn't be eligible for the program and would go to jail.

I just got this phone call please let me know what you ended up doing I'm a freaking out I did nothing wrong I can go to jail

No need to freak out. l  If you should unwittingly pick up again, you can just tell them that in this country one does not get arrested for debt, and the police wouldn't be involved.  And hang up.  

Do not pick up again, do not call back, do not pass go, do not let them collect $200.
