CallerID says "Out of area".  No message left

Called and hung up when I answered.  If they call again and don't leave a message, I will block the number.

Called, but no one responded when I answered "Hello?" three times.  Then they hung up.  They have called before, but never left a message. Caller ID is "Out of Area" each time.
