This number calls my phone but when I try to call it back it is a non-working number

This number wanted to access my computer because my network wasn't working..Little did he know I was online using it at the time with no problems!

Wanted access to my computer for reported viruses by AT&T. I said "this is the FBI office" they hung up.

Guy called stating he was hired by Microsoft to inform me that my network had been hacked and he needed me to go to my computer to enter some things so he could help me clear it. I kept asking him what he wanted me to enter in full and what his ultimate goal was but he wouldn't and just kept repeating my network was at risk. I told him to email me the information but he deflected my request. He knew my name but did not know my email which I told him he should know if Microsoft was making this network risk claim. I thought about telling him I worked for the FBI in digital forensics but he hung up after I asked him what my email was.

He wanted you to let him into your network so he could install malware, not remove it.  Congratulations on outsmarting him.
