The caller almost certainly is not in Phillidelphia or anywhere in the US.  The phone number was issued there, but the caller could be anywhere in the world.  They are almost certainly in a foreign country, out of the reach of US law enforcement.  But that means the only thing they can do to you is make your phone ring.

Assign them "no ring" for a ring tone.  That way they won't be able to keep you awake tonight.

no, the only thing that they can do is not only make your phone ring. It was reported by police not too long ago that people from foreign countries had called random numbers and kept them on the line long enough to make them pay like a hundred thousand dollars per minute (or second cant remmember). and you HAVE to pay since US law enforcement cant do a thing about it. The facts are 90% true but i cant remember every bit of information considering i heard of it a few months ago. be careful and never answer any call u dont know

Andy...I heard the same thing not too long ago. Also heard that if you do get billed, your phone company will not be able to help you because its generated from a foreign country. One I heard, is that someone calls from a foreign country and says that your loved one has been in an accident and then makes you hold. Then guess what happens?? you get a huge bill which, again, your phone company would not be able to help you with. Just dont answer. and yeah, i just got a call from that number but didnt answer and no VM message was left.
