Literally the same thing happened to me. I got a call from an officer Max Wilson from the federal government and he said that I hadn't paid taxes on the loans/scholarships that I had in school back when I graduated two years ago. He instructed me to not hang up the phone and to immediately go to the nearest Walmart sent money, $950 that I apparently owed, in an Express Money Gram. He said that I currently had a warrant out for my arrest and if I did not cooperate immediately I would not be able to do anything about it. I would not be able to work in the US for the next 5 years and that I would need to go to the nearest police station to turn myself in. He made me repeat this short paragraph and write it down saying that I refused to accept the option offered to me by the OCR. I ended up being scammed into going to the Walmart and Paying $950. He had me read him the reference number on the receipt I had immediately after I sent the Express Money Gram. The guy had an accent and he spoke really fast. When he initially called me, the number that came up on my phone said I was being called by one of the nearby police stations. He somehow made is show up as the police station phone number on my phone, so that I could not call him back after he got the money.
