I have received dozens of calls from this number.  When I call back I get a message stating my call cannot be completed.

This is some company that allegedly repairs computers. They have a misleading link on the computer that leads you to think you are connecting with Microsoft help. Once contacted they want access to your computer and will constantly contact you by phone.
