It's the old phony IRS threat phone call. It has been widely published that the IRS does not work this way and this is a major scam. Surprised these guys are still trying to pull this particular scam since the public has been warned about it, but I guess there are enough suckers out there falling for it that the criminals keep using it. Number now added to my long list of blocked numbers. Thankfully I have an unlimited ability to do this on my Iphone.
