Total scam being run out of India.  These fools don't know anything about how the US criminal justice system works.  Only judges issue warrants and only on the application of duly constituted law enforcement officials.   Warrants are only provided to members of law enforcement and are served in hand by law enforcement agents.  This fool is just trying to scare people. Ignore him.  Do not return his calls.  Do not talk to these people.

Apparently this is some kind of new scam--to pretend to be with the state attorney general.

* File a complaint with the FBI on their Internet Crime webpage     http://www.ic3.gov/default.aspx
* File a complaint with the Attorney General for the state you live in

Gee, I don't know, maybe go to the FBI web site or look up their local number and give them a call?

I got an email saying that there was a warrant issue in Texas that i would go to jail if I didn't pay a payday loan.  I have not worked in a long time,  I have no loans outstanding.

Not to worry - emails do not mean anything.  Warrants are served without notification.  DEMAND a written document mailed (post office) to you from these people.  They  are probably trying to steal money from you.  Expect some idle threats too.  Ignore!!

See above.  Total scam.  Ignore.   No one is arrested in the US for ordinary civil debt.  We don't have debtors prisons.  These Indian fools are just trying to scare you.  Don't return their e-mails or talk to them.   They are notorious for abusing people, especially women.

You need to be aware that although this is a scam, if you are sued for a debt and then after they receive judgment, they start to issue documents for you to appear in court to determine your assets and you do not appear, a warrant can be issued for your arrest.  No we do not have a debtors prison, but these warrants are issued for failure to obey a court order.  Now, that said, no one would ever call you about it, a law enforcement officer would come to you personally to arrest you.  But you would have had to not obey a couple of court orders before the warrant would be issued.  I have worked in the legal profession for over 40 years in several states and this is pretty much the case across the US.
