I answered the phone so I could tell them to stop calling me, however, there was only the sound of an open line.  Then a click, then the sound of a bad connection, then a busy signal.    
The caller id said "Texas Call".  Google search indicates that 214 area code comes from Plano, TX, and is from a land line.  Who knows.
