If this is a Dallas, Texas phone then why does it say that it is Out of Area. Why doesn't it have the name of the business  or the persons name.  I guess that they do not want any to answer the call.

They call and hang up.  Even when I answer. When I called it, there was a beep and then good bye. Call ended.
