this guys getting people to do work on houses he dont own.cutting a check and haveing people cash them, and having someone collect the money.

I'm not sure I understand.  How is he getting people to do work on houses if he doesn't own them?  What do you mean he cuts a check and has people cash them? Wouldn't the person cashing the check be the one collecting the money?
