Called my cell. Didn't answer. No message. Blocked

I usually don't answer unknown numbers but pre recorded message saying "I won a free cruise, yes you heard right for 2 people all expenses paid" yaya yada yaya.....So now I've blocked them and won't be able to get me on that number.  When will our government do something about this since they have seem to put the "DO NOT CALL" list on the back burner.  It's so annoying and they should know now our society is a lot smarter now.  But there are still those few and between that gets through the cracks and get scammed.

Just got a missed call. Left no message. Blocked.
