The number 213-509-4887  called me at around 5 p.m.. It played a recording with a woman's voice claiming the IRS was suing me and demanding I phone 213-509-4880 immediately. But a few hours earlier, 213-509-4880 called and said nothing when I answered. It is clear that it was a test to see if my phone number was working.
