An obvious scam/criminal call with a FAKE VOIP number.
We don't bother answering these types of calls - ever! They are always scams. WE BLOCK THEM!
You have had an answering machine for years. It's 2016 and time to purchase a call blocking phone (Panasonic) or a blocking device that can also block entire area codes (D***tone Call Blocker). These devices work and they are inexpensive. We have both.

Said was with HERO home remodeling. Had wrong address. Caller had a heavy accent and could barely understand him. Caller got upset called me stupid [***] when I didn't answer questions and hanged up. Block this phone these people are criminals.
