I have been getting this too and it will ring twice and that's it and I go to call back and nothing happens just keeps ringing and I work 3rd shift and it keeps waking me up!!

Yeah, so this person keeps calling me and when I call back, I keep getting a busy signal. This person/line is annoying and I wish they would stop.
