I got the same story. I held on for a real person and told her she was calling a cell phone connected to an emergency 911 service. works every time!!

It is scam, clearly. Just called this number on a throw-away cell..recording stated, "This is Julie with Reward Redemption.. We are calling you because you recently visited an affiliated site". A number out of California is doing the same thing..Different name, same scam..and number blocked.
