Answered this time after 6 earlier calls to see who is so persistent in annoying people. Person who answered was hard to understand, but I believe I heard Solar City when I asked for the company name. I am on the DNC list, so I conclude that this company does not believe in good business practices.

Called once yesterday and 5 times today; so far.
I didn't answer and no message left.
I may answer next time as no one reported what this new-number-in-town is up to.

Have called 5 times today.   Answered twice.  One empty line, one heavily accented Indian or [***] trying to sell solar stuff.  I am 77 y/o.  Asked if they thought I would see the break even point.  They hung up.  My call blocker worked well  on the remaining 3 calls.

Just had another call.  Persistent buggers.  Call blocker (Panasonic phone) still works.  Wonder how long it'll take for them to get the message?

They are still at it.  Three calls yesterday 5/21.  Call blocker did its job.  This is getting annoying because they are filling up my caller ID list.
