Random call from Texas on my cell. I don't even know anyone in TX. No msg or anything left.

Some prerecorded call about "drug & alcohol rehab"

"This is Amy with the recovery helpline calling with an important announcement for people struggling with drug or alcohol addiction. We are offering people with an addiction problem a resort style facility that is a private and confidential to work on their addiction problems with certified trained counselors and proven natural healing methods if you are a loved one is suffering from a drug or alcohol addiction and would like help today press 4 now once again press 4 now otherwise to be placed on our do not call list press 3 now."

Some auto message about "recovery helpline" for people with or knowing people that have addictions. The system announces itself as "Amy".  My phone states it is based in San Antonio, TX. The message states "Press 3 to be placed on do not call list". Which I promptly did and then blocked the number.

By pressing 3 you told them it's a valid number and will probably start receiving a lot more random calls from different numbers.
