I got a phone call from this number and the Caller ID said something like "XXXXXXXX TX".  They did not leave a message.  I found it really odd that I got a phone call from 209-024-5698 (in other words, same phone number but the area code is off by one) just yesterday.

The prefix being 024 indicates that this is a spoofed number and is one of the tell tale signs of a scam. Unfortunately there are people that answer these calls instead of ignoring them.

I received a phone call from this number 210-024-5698 at 4:00 p.m 01/29/2015.It is an automated female voice called Nicole who claims to represent GE Security Systems.

Called today at 12:11 pm    Let it go to recorder. DO NOT ANSWER NAME NOT FOUND NOR NUMBERS NOT RECOGNIZED.  They waited shortly when recorder started and hung up.
GOVT DO NOT CALL MEANS DO NOT CALL.  CONSIDER THESE NUMBERS SCAMMERS OR TELEMARKETS OR ALSO USING ROBO CALLING
