Called my cell. Left no message. Landline name unavailable on reverse lookup. Sutter Creek, CA?

Where do I go to file a complaint about these calls.  The message from them is "this is the last time we are going to call you, you are being offered a lower credit rate on your credit card, press 1 to speak to a representative".  When I press 1 and tell them to stop calling me they hang up on me.  #1 - I'm on the do not call list; #2 they are required by law to stop calling when you tell them to; and #3 - these calls are a pain in the [***].
