automated mesage from telemarketer called my work phone after hours, has to do with Obamacare

I called this number back and was threatened with an arrest if I didn't listen to them and when I questioned who they were the woman said she wasn't gonna tell me anything because she wanted me to get arrested because I was a [***].

I keep getting these  messages and don't know if I should call back.  It sounds very threatening, but no information is given except for a "case number".  They claim I haven't responded to something, but I have received nothing to respond.  If it is that serious, than why am I getting an automated phone message?  Who should I report this to?

I've had simmilar calls before from a different number an they just started calling again! with a case number ect last time i actually tried to get info from them they said the were a debt collector and that if i didnt pay i'd be going to court but when they gave the information about what it was about something that was long paid an on time to boot! they wanted my bank info an i refused to give it to them and they called non stop and then it stopped now its starting back up again. i contact the attorney generals office an never heard back from them

I got another call from this number with a different call back number. I have filed a complaint with the FTC and I wonder if that is why they had a different call back number.
