Have received multiple calls from this number, i finally answered, it is a recorded message not addressed to me by name, but a tells me that the IRS is filling a lawsuit against me and prompts me to call some other number that begins with the same area code.

Also received the same IRS is suing from the area 206 number.  The IRS needs to step in and do something about this soon.
