"The website they gave me to verify lools legit(www.federalandstategrants.org)..."
Oh, but it's not. Not even a little. That site is sketchy as hell. The icons at the bottom which would otherwise be secured links to the appropriate websites are just images (and not even the correct images), not links.
They're behind a proxy, which in this case, makes it sketchy. http://whois.domaintools.com/federalandstategrants.org
If you get one of these calls, you should go here, and learn how grants work. http://www.fraud.org/scams/telemarketing/government-grants
And finally, should you need a grant, the official government website for grants is here; http://www.grants.gov/
From https://cfo.gov/fraud-watch-fake-federal-grants-and-other-scams/
File a complaint with the FTC. If you think you may have been a victim of a government grant scam, file a complaint with the FTC online, or call toll-free, 1-877-FTC-HELP (1-877-382-4357); TTY: 1-866-653-4261. The FTC enters Internet, telemarketing, identity theft, and other fraud-related complaints into Consumer Sentinel, a secure online database available to hundreds of civil and criminal law enforcement agencies in the U.S. and abroad."
