Call left no msg today

I got a call on my cell from this number today, the caller id said "Washington". Oddly, at the same time a different number "Anonymous" called my house phone and both numbers left the exact same computer generated message which was:  "We are attempting to verify the address of an individual to be named at time of contact. We do have a required notice that needs to be delivered either to your residence or place of employment. Please press 1 now to speak with a live agent or contact our office today at 866-920-2449". A quick internet search showed that this number belongs to a company called Envirocast. Not sure what that is about, so off to do more research.

received a call similar to the one below.  Could only hear half the message saying something about someone with this number is being linked to a SSN and this SSN is about to go to court and return call immediate .. in a not so nice voice. Didnt call back as usually calls like this are scams!  This is a new number for me and there is no way my SSN is connected to this number. Maybe to the person who used to have this number... but not mine...
