Short answer:
The IRS never initiates a contact via phone.
They always send a snailmail first.

IRS is filing lawsuit against you

Got this call at 9:15am EST.  Recording said it was the IRS and they were going to have me arrested.  Frankly, if I had the time, I would play along and waste their time

Received message 11:05am February 13.IRS is going to start a lawsuit against me. I had received the same call a few months ago.I did report it to the federal government at that time.
