Of course it is a scam. The IRS sends lots and lots of letters and if all of those are ignored freezes your assets. No need for arrests or court appearances unless you are Al Capone.

Call appears to be from a wireless caller.  I answered, but put my phone on mute, guy with accent, said hello 3 times before disconnecting call.
