I had the same exact message.  I found this line is VOIP line, so highly doubtful in Seattle.  I admit it did sound unnerving.   I have no idea though how to make them stop??

second message today-  different number 206-900-9214 same message about the irs and a federal lawsuit pending, if I don't respond i'll be big in trouble  Indian accent could hardly understand

Same experience. I feel better that 206-900-9214 called somebody else and I CAN ignore it. If there was a government agency that had a problem with us, they would send something in the mail...right?

Got a call as well from this number. Same thing exactly. Second attempt to contact me, serious offense with the IRS, help us help you. I'm gonna be honest it did shake me up a bit, and there was no accent that I could hear.. Anyway I do feel better I'm not the only one.

Just blocked my number and called it back. No answer. Probably because from a blocked number. Scam it is.
