DO NOT RESPOND TO THESE CALLS IN ANY WAY!!!  Same thing as responded to SPAM by asking to be removed from their database.  All you are doing is confirming that they have reached an actual live phone number or email address.  Report them to the National Do Not Call registry, but just delete the calls.  I've found in most cases that trying to block the number also doesn't work being they are spoofing numbers.  Our dear government has got to find a way to really up the penalties and fines for the a-holes who are doing this....

Does not leave message. Calls frequently. Since i don't recognize the number and am plagued with Telemarketer calls, I let the call go into VM.

We have a carpet cleaning business and do not serve Washington State so if they wanted to. It is a SEO service.  We have more business than we want at this time.

This phone number belongs to a public utility named CallerID4U, Inc., which is run by Paul Maduno and Luis Martinez.  They have entered into revenue sharing agreements with telemarketers who make illegal unsolicited telephone calls.  They profit directly from these outbound unsolicited telephone calls.

This appears to be a clear violation of a number of laws, including 16 C.F.R. §310.3(b) of the Federal Telemarketing Sales Rule.
