Line felt "open" and there was mild static. A woman answered my husbands hello.....
"Hello? What are you doing? Can you hear me?" When we asked, several times with NO answer, who was speaking.... she offered that she had a wrong number and hung up.
The area code tells me Washington, USA...perhaps Seattle? But there does not seem to be a related prefix ( the 436) associated with same....? Very odd.
