I got the same thing.  Muffled conversations in the background, so I hung up.  I figured they were a telemarket, charity or politician.

I receive a call and the caller sounded stoned and kept asking me what question I asked him when I hadn't asked a thing. He sounded confused.

Just received a call from this number. Didn't recognize it so let it ring. Caller hung up after two rings. Caller is now blocked.

Called our small business, when I answered they said nothing. After a few seconds they hung up. Looks like they do marketing research - In other words, they're telemarketers. BLOCKED!
