Just got the same call last night (at 5:50pm) - robot-sounding voice - saying that the IRS is suing me and that there is a "non-bailable arrest warrant" out for me.  Did not bother to call back, because the IRS will not try to arrest you without visiting in-person first.
Total scam.

he asked for my first and last name,but i didnt knw this was B.S.(I was having a hard time unestanding what he was sayn because of his accent). I asked him if I could talk to someone else. It seem like he didn't want to.

Called claiming that I had a warrant for unpaid taxes, which I already knew wasn't true.  Told me to call another number to fix the situation.  Clearly a SCAM!
