That is an illegal phone number, exchanges must not start with 0 or 1. So its someone spoofing their number, probably a scam, telemarketer or bill collector

Called weekly! No one answers, no msg. Now Calls every 2hrs. Annoying!!! I blocked them...Probably a telemarketer
