Nonstop hang up calls from this number. Calls and hangs up, no messages left OR calls and doesn’t say anything no answer.

Can’t block number, recording says that number can’t be blocked so it must be a debt collection company OR the owner is calling through a computer – the number in display is not the same # calling.

Filing a police report next. No reason to call several times a day.

I called this number back and it said, "You have reached a non working number".  How is a call made from a non working number?

When a company uses an autodialer to call you, it can't receive incoming calls, so if you try to call it back, it will typically say it's a non working number, because it's a computer calling you and sending it to the next available rep. If there's no one available, the computer disconnects automatically, which is the robolady voice you hear saying goodbye.
