Same here. Trying to sell you the service of filling out paperwork so your business can qualify for GSA contracts. He is NOT with the GSA or any government agency. If you can't do the paperwork yourself you have no business being in business. But if you can do it an just don't have the time, hiring someone to do it might make sense. I would certainly never hire someone who was cold calling (ie spamming) to sell the service but that's just me.
