This is definitely a debt collector, trying to use a local area code to trick you into answering.  The caller ID says "out of area",  After I told him he had the wrong number, he questioned me and got snotty about it, and gave me some bogus telemarketing name when I questioned him.  I told him to remove my number from his list.
