This number keeps calling my cellphone, they've been doing it for weeks, I never pick up. I finally picked up today, said 'hello', no one answered, and they hung up.

I called this number back and a female voice (with what sounded to me like a Chinese accent) said 'hello?' to which I responded 'who is this?', and she hung up.

Not sure if it's a wrong number or what, but they've been calling me so often that I'm kinda suspicious.
