frequent calls, no voice

I called it back and seems it is a fax machine....this happens way too often

I received a call from 203-274-8566 this afternoon 10-1-2013 at 5:20 p.m. ET.  Person identified himself as Andrew and was calling from Starion Electric.  It was about lowering electric costs.  I advised  him I was on a no call list and that we are not interested and to remove me from their list.  I also asked him if he knew they could be fined as much as $16,000 per call, if they call without checking the no call list which is their responsibility to buy every year.  
It is 7:45 p.m. now on 10-1-13
