I received a call from this app number but was unable to get to the phone in time. I have a number from Kansas and their phone privacy laws suck there.

They hung up before my phone even rang. It just vibrated, and showed that I had a missed call.
I accidentally called back and got a "press 9 to be taken off the call list"... I hung up and blocked them.
