Can't say for sure if this is a scam or not but I did go through the whole over the phone process and at the they said I had to pay $270 for the some fees and I had to do it by Western union or some other type of money transfer but they wouldn't give me the money transfer info until I was at Western union. Now 1, the government doesn't work in that way when paying fees and 2, by doing western union you can't get your back if you found out it was a scam like you could through your bank so it's safe to say it is probably a scam and I wouldn't trust them
