This is a scam similar to that which is related to this number: 202-768-9543. Caller will state you have been randomly chosen for a Federal Grant of $6000. Upon questioning the individual they won't provide you with their information including department, agency, or company. When calling the number back, there is a message stating that "the number is no longer in service." They will continue to call you, to the point of harassment.
