Have received 2 calls within 2 hours. Knew it was a scam. Why can't government find these people and arrest them?

I received a call to my cell phone and they claim they were from the IRS. I was being sued and they asked for my name and address I don't give them anything so they hang up on me.

My mom got the same call. They left a message but when I put the phone number in the app Caller-ID, it's actually a phone number for the abortion fund
