No, it's not. It will be an Indian or Pakistani fraud who is sitting in a foul call center. They are paid less than $10 USD per day to try & scam Americans. The number is being spoofed. The callers are desperate & immoral scammers. They are getting extremely active right now. They know it's tax time.
Ignore the calls. The IRS does NOT initiate contact with anyone by phone. The IRS does NOT make threats of arrest by phone. The IRS does NOT request any payments be made via pre-paid cards, money-packs or wire. NOT EVER!

There are no grants. There's nothing but a vermin infested call center full of lowly born Indian frauds trying to scam Americans. Listen up "john", you're done here.
