total scam! telling you that the government is going to give you a free grant is a giant tip offf.  after telling this guy that i wasnt interested in his scam he cussed me out then i hung up.  he called me back and left me a 4minute message about all the ways he would violate me.  i am a little angry i cant find this guy and see how many ways i could violate him with my 12gauge shot gun! the phone number was 202-657-6214
