I had the same encounter today. He knew my home address and said that the IRS had sent letters to that address twice. He claimed I owed about $3,000 in back taxes. He read from a supposed affidavit that the IRS had prepared but not yet filed and said that they were going to go to court later today to freeze all of my assets. I got suspicious when he said I could not pay by debit or credit card but needed to go get the money from the bank. He tried to have me walk to the bank while on the phone with him. I googled the number, saw it was a scam, told him that I see the BBB entry warning about this and he hung up.
I called the number back, and he started right over asking who he was speaking to. I told him it was the guy he had just been talking to for twenty minutes. He angrily said, "You wasted my time," then responded to my questions of him with "Lalalalalalala" and then hung up. I am enraged.
