I didn't answer as I did not know this number, however it seems to be a variation of a call I received yesterday from 202-470-2363.
According to 800 notes  Pissed Off, on 18 May 2014, says
Illegal robocall from telemarketer trying to sell a Texas politician (Audwin Samuels) with no opt out provision.
