Phone number from 202-330-3580 is showing as the same caller as mentioned by Willy. They have you on speaker the person calls you, and person only talked when you said something.

Yes, this irritating number is calling our place as well. After several calls and hang ups (no messages), I finally did *69 to see who called.
This is a pain in the [***] and it is probably NCO Financial, who I had to threaten last year to stop calling. They were calling for my mother-in-law. She doesn't even live with us and not even close regionally, but on top of it all - she has no outstanding debt...
